Built through experience and partnership

The Pacific Link pipeline is being advanced by the Government of Canada (through the Crown Corporation Trans Mountain Corporation), the Government of Alberta (through Alberta Petroleum Marketing Commission) and Pembina Pipeline Corporation. Indigenous engagement, consultation and participation opportunities are central to the development of Pacific Link and will help shape the project as it advances. A minimum of 10 per cent ownership interest in the Project will also be offered for purchase to Indigenous peoples.

Alberta’s government took the important first step to bring this project forward and worked with Trans Mountain Corporation and others to prepare a proposal for a world-class, co-owned pipeline that transports crude oil from central Alberta to Canada’s west coast.

Trans Mountain Corporation, a Crown Corporation, will be responsible for construction of the proposed Project, making regulatory submissions to receive permits to operate, and subsequent operation of the asset. TMC will be engaged to design, develop, permit, construct and operate the project. It owns Trans Mountain, an experienced manager of large-scale, technically complex Canadian infrastructure and operates Canada's only pipeline system transporting oil products to Canada's west coast. Trans Mountain has 70 years of experience. This includes the successful completion, in May 2024, of an expansion of its pipeline that almost tripled the Trans Mountain pipeline’s capacity. Trans Mountain also brings a proven, industry-leading approach to consultation, engagement and relationship-building with Indigenous rightsholders, local communities and other stakeholders that is rooted in respect, early engagement and long-term partnership. The Alberta Petroleum Marketing Commission (APMC) will leverage the Alberta government’s expertise in resource marketing and regulatory approval processes for major projects, including energy development projects with key environmental protection considerations.
